Abstract: The work consists in the design and implementation of a shell permitting the construction of knowledge bases in order to carry out assessments and simulations using data from the Information System of the GNDT Project. The shell that is presented in this paper is intended to aid the domain expert in introducing his expertise, in the form of rules, in a computer system. Special attention is given to problems regarding knowledge acquisition and its role within the expert system design and realization. The basic components - inference engine, knowledge acquisition subsystem, explanation subsystem, user interface - and some characteristics of the shell under construction are presented, too
